the European Council sets the broad objectives; the Commission generates draft laws and policies, and — through national bureaucracies — oversees the implementation of EU laws once agreed; the environment ministers and the European Parliament fine-tune the content of proposais and decide which will become law and which will not; and the Court of Justice ensures that EU law fits with the goals of the treaties.
